Special Cookies are defined by their particular acquisition through Events or other unique means, often being limited-edition. They aren't available in the Gacha, the shops, or any of the other ways a player can normally acquire Cookies. There are currently 12 Special Cookies (3 being non-collaboration Cookies).
Despite their exclusivity, Special Cookies are not necessarily stronger than Cookies of other Rarities, as their Skills are often very general in utility. They're helpful for new players progressing through World Exploration, and because the Special Rarity is ranked between Epic and Rare, they could be used to get through game modes that may restrict Epic+ Cookies.
Currently, every non-collaboration Special Cookie is available at the Pavilion of Promise. Special Cookies from collaborations (
BTS, 
Sonic Cookie, 
Tails Cookie) are currently unavailable to acquire by any means.
