Snow King is an NPC introduced at launch as part of 
Snow Sugar Cookie's Skill, 
Blizzard. He made his first speaking appearance during the Icicle Yeti's Winter Song update (v4.14).
He is a Snow Elemental from a far far away land summoned by Snow Sugar Cookie's wand who then later became their closest friend and protector.

Snow Sugar Cookie summoned the Snow King with their wand, he was a Snow Elemental from far far away. - He can only communicate in "Hmm"s, but Snow Sugar Cookie can understand it all!
