Sea Fairy Cookie was frozen under a curse long ago. But perhaps because of her grieving heart, her soul was frozen beyond magic. Sea Fairy Cookie's dough is pale and yellow-toned, with a slight figure. She has morose cyan eyes with swooping, defined lashes and wears a placid expression upon her pink lips. Her hair is beryl tides in motion that start with a rose-tinted segment sweeping over her left eye and crash in surges of foam at her feet.
Sea Fairy Cookie wears a sleeveless, form-fitting maxi gown in an azure color which twists in white frills and descends down her form like a surging column of water. Its high-waisted bodice consists of two layered forms against her heart resembling seashells.
Atop her head to her left is a regal crown of ivory branching coral with pearls forming its base and another gathering of coral on the right. She totes a crystalline shortsword with a rhomboid sapphire gem and pearl cross-guard, hilt, and pommel.

Sea Fairy Cookie as a whole is a clear reference to The Little Mermaid by Hans Christian Andersen. Her fate of turning to sea foam upon releasing her sword is likely a reference to the ending of the original The Little Mermaid story. In the story, the mermaid is to turn to sea foam if her beloved prince were to marry someone else; to prevent this, her sisters give her a dagger to use to kill the prince before he can marry. The mermaid cannot bring herself to kill him and instead casts away the dagger, immediately afterwards melting into sea foam.
By extension, Sea Fairy Cookie takes inspiration from the undine, a classification of female water nymphs with a pension for humans and singing. Undines are created without souls but gain one upon marrying a human; such a focus on romance draws back to Sea Fairy Cookie's preoccupation with the moon/Moonlight Cookie. Additionally, some sources state that undine are to die if their partner is ever unfaithful to them.[3] This could relate to Sea Fairy Cookie's lifeline of a sword, which can be seen as a metaphor for its holder's hope and motivation towards reaching her love. Sea Fairy Cookie is known to sing over waters like undines as well, as seen in Sea Breeze Flowing Through the Stars. Lastly, Sea Fairy Cookie's original Korean name, 바다요정 쿠키 (bada-yojeong kuki), is notably similar to the Korean word for "undine" or "water nymph", 물의 요정 (mului yojeong), in that the term 요정 (yojeong) can be accurately translated into English as either "fairy" or "nymph".
