Pavilion of Promise is a feature introduced in the Icicle Yeti's Winter Song update (v4.14). It is the only method through which players can obtain non-collaborative Special Cookies like 
Snapdragon Cookie, 
Icicle Yeti Cookie and 
Cream Ferret Cookie.
It was formerly introduced as Hatching the Dragon Egg, which was once a permanent fixture of the Sugar Gnome Laboratory in the second part of the Legend of the Red Dragon update (v4.6).
Overview[]
Players attempt to summon the Special Cookie using either Purity Crystals or Special Tokens to increase the point meter. Each attempt will raise the meter by a random amount, with a tiny chance to raise the meter to the maximum amount immediately. At certain breakpoints, this chance increases.
Players earn 3 attempts a day to summon any Special Cookie with Purity Crystals, and can stockpile up to 15 of these attempts at maximum. Auto-attempt can be enabled to allow the game to automatically consume all available attempts until they run out. Attempts are shared between all available Cookies in the Pavilion.
Once a Special Cookie's meter reaches 1,200 pts, the player is rewarded with a copy of that Cookie. Points earned exceeding 1,200 are retained after each reset. An instant summon will only bring the point meter up to 1,200 pts, with no extra points retained after the reset. Once a Cookie reaches ★5A, their summoning event is closed.

Attempts made with Special Tokens increases the meter higher than those made with Purity Crystals, and have higher chances to instantly summon the Cookie. They are primarily obtained from packages, with only a few obtainable from their limited-time events like Hatch the Dragon Egg With Fiery Flames!, Befriend Icicle Yeti Cookie and Meet Cream Ferret Cookie! Events. If their summoning event closes, all remaining Special Tokens are converted into Crystals.
