Milk Tribe's Frozen Torch is an Epic Treasure released in the Across the Galaxy of Dreams update (v4.2).

Treasure Details
Description Deals damage equal to X% of the team's total ATK to all enemies within the range and Freezes them. When the targets are thawed, deals damage equal to X% of total ATK. Targets immune to Freezing receive a fraction of this damage. Targets that received damage from this Treasure suffer from ATK SPD reduced by 5.0% and gain a stack of Frost that will increase received Freezing damage by 100.0%. (Freezing damage is capped at 350%)
Effect Upon activation, deals area DMG to all targets within range equal to 15~25% of the team's ATK and inflicts Freeze for 1 sec and Frost for 16 sec, reducing ATK SPD by 5% and increasing Freeze DMG taken by 100% (capped at 350%). Frozen targets receive DMG equal to 15~25% of the team's ATK after thawing, while targets immune to Freeze instead take a portion of this DMG instantly.
