Guest Cookies are Cookies from faraway places, visitors to the player's Kingdom. Perhaps you've met them before? There are currently 27 Guest Cookies (7 being non-Disney Cookies).
As simple visitors, Guest Cookies can't be used in battles, Kingdom activities, or production. They can't be upgraded, promoted, or receive any of the other things used to make Cookies stronger. What they can do is wander around the player's Kingdom and interact with decorations and other Cookies—not too useful, but some of them may provide specific Collection Buffs to benefit your kingdom. Guest Cookies can also be set as a player's Cookie in Guild Domain, although any Guest Cookies from the Disney collaboration will have their greeting disabled.
Guest Cookies are available only through limited-time gachas or Events. There are no other means of obtaining these Cookies, meaning players can only invite them to their Kingdoms while their origin updates are active.
The first 20 Guest Cookies were added all at once in the Festival of Dreams and Wishes update (v3.4), all of them being Cookie-fied classic Disney characters. Every following Guest Cookie has been a Cookie Run-exclusive character, being either side characters in Kingdom Stories or characters fully playable in other Cookie Run games.
