The Cookies in White Masks (하얀 가면의 쿠키, hayan gamyeon-ui kuki) are Enemy NPCs introduced in The Glory of the Crème Republic update (v3.2). The group makes appearances in Chapter II and Chapter III of Cookie Odyssey.
They are a mysterious organization working within the shadows of the Crème Republic in order to further the perceived will of their gods. Cookie in a White Mask 1, 2, and 3 are the only members that have been seen with unique sprites thus far and have made multiple appearances while attempting to steal the Soul Jams.

Chapter II: The Glory of the Crème Republic[]
The damaged reliquary
The Cookies in White Masks first appear in the Divine Sanctum on Day One of Chapter II. After being distracted by a Brown Sugar Golem, 
GingerBrave, 
Clotted Cream Cookie, and 
Financier Cookie return to find that Elder Mille-feuille Cookie and Archbishop Cream Cookie were attacked by the Cookies in White Masks. The masked Cookies are able to damage the reliquary and steal the Soul Jams before splitting up, each taking a different Soul Jam with them. 
Wildberry Cookie, 
Crunchy Chip Cookie, and Clotted Cream Cookie chase after and are able to catch up to Cookies 1, 2, and 3 respectively. Despite the masked Cookies' crude utilization of the Soul Jams' power, they are able to subdue the thieves and retrieve the Soul Jams.
Following this incident on Day Two, Wildberry Cookie, Crunchy Chip Cookie, and Gingerbrave approach several of the Republic's citizens in order to find information about the Cookies in White Masks, though none are able to provide the group with any leads. The trio are eventually spotted again in the back alley after their scent is noticed by Crunchy Chip Cookie's Cream Wolf. The group attempts to chase them down, though fails to capture them due to being interrupted by Missionary Cookie. Also on this day, fearful rumors of the Cookies in White Masks have begun to spread through Choco Mud Town's citizens, though are not taken seriously due to their lack of substance.
On Day Three, Cookie in a White Mask 1 is accidentally spotted by Merchant Cookie 1 and forcibly silences the Cookie so as not to leave any witnesses. Later in the day, at the market, the Cookie is spotted again by Wildberry Cookie and Crunchy Chip Cookie. Mistakenly believing that their attention went unnoticed, the duo split up in order to tail after them. Wildberry Cookie is the first to catch up to them and discovers that he has been purposely led into a trap. He is able to best the Cookie in a fight and demands that they remove their mask, to which they refuse on the grounds that taking off their mask will be "to commit heresy against providence" before calling for backup.

The trio are able to tear Wildberry Cookie's cape and remove his gauntlet, though are still no match for his bare fists and are reduced to pleading for mercy due to the pain. At this point, Crunchy Chip Cookie arrives and returns Wildberry Cookie's gauntlet after finding it on the ground. The fight continues, though is broken up by the Republic Guards, who take the masked Cookies away before the fight is able to reach a conclusion.
Chapter III: The Heroes of the Light[]
On Day One of Chapter Three, Financier Cookie requests that Clotted Cream Cookie allow her to investigate the Cookies in White Masks on her own after feeling that the City Guard will not be able to discern their true origins or intentions. He grants her his full permission and support, placing faith in her capabilities. At the end of this day, Cookie in a White Mask 1 approaches Canelé Cookie with news that a "certain Cookie" has learned of her connection to the group, though does not elaborate any further and leaves amidst her panic of their deal being exposed.
On Day Two, Canelé Cookie invites Clotted Cream Cookie to the Divine Sanctum for a private audience, which he inherently finds suspicious. Immediately after exchanging greetings, she is brazen in her attempts to flatter and lower his guard before offering that she provide him with information on the Cookies in White Masks. She accuses them of stealing from the Republic's vault alongside several other varieties of slander before requesting a partnership in return for her assistance. Clotted Cream Cookie swiftly refuses, citing that his position as consul excludes him from needing to explain his reasoning, and takes his leave before any other discussion can occur.
On Day Three, following a tip from a Republic citizen, Financier Cookie is able to catch the Cookies in White Masks in the midst of a mudshake smuggling deal alongside a hooded figure. The masked Cookies are able to escape during the confrontation, leaving behind the hooded figure, who is exposed to be Canelé Cookie. She is taken into custody and brought to the Convocation Chamber, where her business with the group is exposed, though the identities of the masked Cookies themselves remains to be seen. Financier Cookie is somewhat disheartened by this outcome, as her sole lead has been exhausted without answering her questions, and she travels to the Divine Sanctum in the hopes of clearing her mind before restarting the investigation. Her prayers are interrupted by the excitement of the Orphan Cookies who eagerly pray for more yummy Jellies before accompanying Mille-feuille Cookie to a "special lesson" underground.
Unaware that the sanctum had an underground level at all, Financier Cookie curiously follows after the group to discover a classroom full of orphans. There, Mille-feuille Cookie leads a twisted sort of religious sermon with the intentions of indoctrinating the young Cookies into their beliefs. Her lessons are assisted by a Teacher Cookie in a White Mask, who shows them examples of the five Soul Jams and encourages them to assist in finding them by claiming the Creators wish for all of them to be gathered in one place.
Financier Cookie, enraged by the bastardization of the Republic's Celestial Light, interrupts the class and reproaches them for the false information they are spreading. Teacher Cookie in a White Mask orders for Mille-feuille Cookie to flee while the group covers her escape. Financier Cookie is able to emerge victorious, however, and this is the last known appearance of the Cookies in White Masks.
On Day Four, Mille-feuille Cookie is shown captured in a cage of light and under interrogation by Clotted Cream Cookie. She remains silent in response to every one of his questions, leading the young consul to grow more and more infuriated before verbally citing her right to remain silent. Rather than answering, she chooses to lament his youthful ambition and warns that it is ignorant of him to ignore the teachings of the gods before falling silent again.

- While not directly confirmed, it is extremely likely that the Cookies in White Masks hold some connection to the St. Pastry Order due to their similar attire, way of speech about their beliefs, and connection to Missionary Cookie.
- Cookie in a White Mask 1 and Teacher in a White Mask share a base sprite.
