Cookies as playable units can be upgraded and leveled for battle situations in a variety of ways.

Cookie Levels

EXP Star Jellies

Leveling up is the most basic and effective method of increasing a Cookie's Power Level, improving their overall effectiveness in combat gameplay.

For a Cookie to level up, they must gain Experience Points. While most modes will grant a very small amount of these, the most efficient method of leveling up a Cookie is through feeding them EXP Star Jellies.

Cookie Houses are the most reliable source of EXP Star Jellies for a player, although game modes, Events, and other features will more often than not provide them. Other notable sources include the Fountain of Abundance, World Exploration, the Sublime Cake Tower, Kingdom Pass Landmarks, and shops such as the Medal Shop, Mileage Exchange, or Seaside Market.

The amount of Experience Points given by a Star Jelly depends on the Jelly's Level, with these Levels ranging from 1 to 8, and their respective given Experience increasing exponentially at higher Levels. However, as a Cookie's Level raises higher, the required Experience Points to gain more Levels increases as well. Thus, increasing a Cookie's Level becomes more difficult at higher Levels, plateauing at Levels 50-80. Cookies can also be leveled up to a certain level using Star Jelly Concentrates, with there existing Level 50, 60, 70, and 80 Concentrates.

As of Secrets of the Silver Kingdom update (v5.0), the maximum Cookie Level is 80; at the launch update (v1.0), the maximum Level was 50.

Grades

All Cookies capable of combat have a grade system applied to them, with higher grades raising the stat limits of a given Cookie exponentially. Grades are generally increased through spending certain amounts of Soulstones (or an equivalent pseudo-currency) alongside other currencies like Coins and Soul Essence. Grades are tallied in stars with the maximum amount of stars applicable to a Cookie depending on their Rarity.

Soulstones and Promotion

Soulstones are a pseudo-currency used to unlock and promote Cookies, increasing their base HP, ATK, and DEF stats. Soulstones can be obtained from the Cookie Gacha, shops, Event rewards, certain World Exploration Dark Mode Stages, various Landmarks, and more. Promotion grades are tallied as 1 star (★1) through 5 stars (★5).

If a full Cookie has not been previously pulled, collecting at least 20 of the Cookie's Soulstones will allow them to be unlocked immediately as if being drawn from a Gacha. Conversely, drawing a duplicate Cookie will instead give the player 20 of the Cookie's Soulstones as compensation. Finally, if a Cookie is fully promoted to a 5-star grade, drawing them or their Soulstones will instead give the player their Soulcores and Mileage Points, with the exact value of points per Soulstone varying depending on the Cookie's Rarity.

The promotion of Cookies requires progressively more Soulstones with each grade. 290 Soulstones total are required to promote a Cookie throughout every grade, with the exception of Special Cookies—since the Braver Together update (v3.8), Special Cookies only require 190 Soulstones total.

Soulcores and Ascension

Similarly to Soulstones, Soulcores are a pseudo-currency used to ascend Cookies after they reach their maximum promotion, increasing their base HP, ATK, and DEF. Soulcores can be obtained from the Cookie Gacha and shops after fully promoting a Cookie, as well as in certain World Exploration Master Mode Stages. Ascension grades are also labeled by stars from 1 star (★1A) to 5 stars (★5A), though, unlike promotion stars, ascension stars are usually referred to as "★A" in shorthand. If a Cookie is ascended to 5 stars, obtaining the Cookie or their Soulcores will give the player Mileage Points along with Soul Essence of the corresponding rarity.

Alongside Soulcores and Coins, ascending Cookies also requires Soul Essence. Sources of Soul Essence are sparse—some notable areas which provide them are Dark and Master Mode as well as the Mileage Shop, the Rainbow Shell Gallery, the Medal Shop, and packages. Different Rarities of Cookies will require various amounts of Soul Essence at different rarities of their own to ascend.

Beast Cookies have slightly unique requirements for promotion and cannot be ascended. Due to the existence of the ★6 grade and lack of ascension, Beast Cookies require both Soulstones and (from ★2 onward) Legendary Soul Essence to promote to the next grade. A total of 540 Soulstones and 290 Legendary Soul Essence is required to fully promote a Beast Cookie.

Awakening Ancient Cookies works in a similar way, but takes less items while requiring Soulprisms, an Awakening-exclusive stand-in for Soulstones. Star grades acquired through Awakening are separate from those applied to the base Cookie, so Awakened Ancient Cookies are still able to continue their standard promotion and ascension. A total of 260 Soulprisms and 160 Legendary Soul Essence is required to fully awaken an Ancient Cookie.

For Ancients, Awakening immediately changes the Cookie's appearance, Skill, voice lines, and lobby design permanently (though the Cookie's appearance can be reverted through equipping their original look like a Costume). Both Beast Cookies and Awakened Ancient Cookies will gain additions to their appearance and lobby design and have more voice lines added at ★2, ★4 and ★6.

A Cookie's Skill is their unique combat ability; it is a powerful action that can only be performed when its Cooldown is cleared. Skills range in utility from being offensive to defensive, as many Skills have effects such as healing, Buffs for teammates, Debuffs for enemies, and so on.

A Cookie's Skill has its own dedicated Level which raises separately from the Cookie's base Cookie Level, requiring Coins and Skill Powder to increase. Raising this Skill Level increases the effectiveness of the Skill by improving one or more of its specific numerical stats. However, a Cookie's Skill Level value cannot exceed their Cookie Level value—thus, a Cookie's Level has to be increased before its Skill Level can also be increased.

A Type-less Pristine Skill Powder

Skill Powder is a type of currency used exclusively for leveling Skills, coming in 24 different varieties: standard, Refined, and Pristine qualities exist for each of the eight Cookie Types. The amount of Skill Powder needed to enhance a Skill Level depends on both the current Skill Level and the Class of the Cookie. Skill Levels 1-20 require standard Powder, 21-40 require Refined Powder, and 41+ requires Pristine Powder. The Powder must match the Type of the chosen Cookie.

The most efficient way to acquire Skill Powder is through completing Today's Bounties. Skill Powder can also be acquired from the Medal Shop, Seaside Market, Rainbow Shell Gallery, specific World Exploration Stages, Choice Chests, and more.

Magic Candies and Crystal Jams are both extra additions to certain Cookies which permanently enhance the Cookie's Skill, giving them all-new abilities. Though generally engineered to improve a Cookie's combat prowess long after the Cookie's initial release, their effectiveness varies and should be studied before committing to them.

Magic Candies and Crystal Jams can only be created for a given Cookie once they reach Cookie Level 50 and are crafted using Coins, Soul Essence, Sugar Crystals of certain varieties, and Resonant Ingredients or Life Jewels unique to the Cookie (the latter two of which must be acquired through special means). The differences between Magic Candies and Crystal Jams are minimal, with those most notable being that Crystal Jams are limited to Super Epic+ Cookies, can give extra Rally Effects to the entire team, and are more expensive to create.
