Burnt Cheese Cookie is the stoic gatekeeper of the Golden Cheese Kingdom, protecting the Golden City from outsiders who might possess "impure greed" in their hearts.
To gain entry to the Ever-Gleaming Golden Paradise, you must pass the trials of the Gatekeeper—Burnt Cheese Cookie. Eternally devoted to the Goddess of the Golden City, this Cookie has warded off countless trespassers at the gates of the Golden Cheese Kingdom. Though many have tried, none have managed to proceed past Burnt Cheese Cookie's fearsome jackals and the gatekeeper himself, clad in his jackal mask. When asked, "Why do you work tirelessly day and night?" He is reminded of the sacred vow he made to Her Radiance—to protect her kingdom from darkness. So, once again, Burnt Cheese Cookie heads to the gates to serve and protect, to fulfill his duties.

Summons giant boulders from beneath the earth, dealing DMG to nearby enemies and granting Earth-type CRIT DMG buff for all allies. Afterwards, the boulders explode, dealing DMG and Stunning enemies. Burnt Cheese Cookie grants the Protector of the Golden City and the Curse Protection buffs to himself and the ally Cookie with the highest ATK, absorbing part of the damage they take with DMG Focus and making them Immune to Debuffs. Burnt Cheese Cookie and Golden Cheese Cookie's DMG Resist increases when entering a battle together. If Golden Cheese Cookie becomes enclosed in her Sarcophagus or enters the Immortal's Return state during battle, Burnt Cheese Cookie's ATK and ATK SPD will temporarily increase, and his Cooldown will reset. The Protector of the Golden City and Curse Protection buffs will be applied to Golden Cheese Cookie enclosed in her Sarcophagus or Immortal's Return state first. While using his skill, Burnt Cheese Cookie will briefly become resistant to interrupting effects.

As seen through a combination of his English and Korean (바스크치즈맛 쿠키, basuku-chiju-mat kuki, "Basque Cheese Cookie") names, Burnt Cheese Cookie is based on burnt basque cheesecake. In his French name (Cookie Tourteau Fromagé), he is named after tourteau fromagé, a separate kind of cheesecake also characterized by a burnt top.
Visually and thematically, Burnt Cheese Cookie appears to be inspired by Anubis of ancient Egyptian theology, a god generally depicted as a masculine human with the head of a jackal dog. While not necessarily being a gatekeeper like Burnt Cheese Cookie, Anubis is considered a herald to the underworld and the passed-on; this is reflected in Burnt Cheese Cookie's protective duties and, furthermore, perhaps casts the Golden City as a sort of underworld in its own right. Anubis as well depicts the fate of the deceased in the Weighing of the Heart, which Burnt Cheese Cookie does by instead weighing the souls of Cookies like Black Raisin Cookie, Gingerbrave, and Wizard Cookie to determine if they’re pure.

According to his loading screen trivia, "Burnt Cheese Cookie spends his days off purchasing treats for his jackals and snakes!" Another loading screen present in the Wings of Eternity update (v5.11) reads, "The Golden Cheese Kingdom started with a batch of three Cookies: grumbling, bored, and needlessly serious," with Burnt Cheese Cookie being the "needlessly serious" Cookie.
The art paired with the latter loading trivia depicts all of its characters as younger than they currently are, but Burnt Cheese Cookie in particular is shown as a very small child. This seems to imply that he is the youngest out of the group of Smoked Cheese Cookie, Mozzarella Cookie, himself, and Golden Cheese Cookie.
Like the rest of the denizens of the Golden Cheese Kingdom, Burnt Cheese Cookie perished during the Dark Flour War, stated by Golden Cheese Cookie to have "crumbled protecting [her] land". He was then implied to have had his crumbs put back together, mummified and placed into a sarcophagus, allowing his soul to become linked to the digital reconstruction of the kingdom.

Concept art of Burnt Cheese Cookie showcased in Hole-some 🧀 Adventure! – The Cookies 🍪 | CookieRun: Kingdom depicts a version of him without his jackal mask, in which he has black eyes, pale yellow eyecing, and powdery, golden streaks upon jagged bangs. While it is unclear if this design is wholly canon today, Burnt Cheese Cookie's game files hide evidence to corroborate it: upon removing his mask from his overworld rig, it is revealed that his bangs and hair streaks are present underneath.

Burnt Cheese Cookie's design was modified very shortly—no more than a few hours—after his release in Cookie Run: Kingdom. In his initial design, the charm attached to his collar inadvertently resembled the symbol of the Elder Futhark rune Othala (ᛟ), which, when depicted with serifs like in Burnt Cheese Cookie's design, is often used to represent the Nazi Party. Burnt Cheese Cookie's charm was modified into a simple diamond shape similar to the rune Ingwaz (ᛜ).
